There is a limit per country for some visas for the preference categories (not the immediate relative of a USC), which leads to a handful of oversubscribed countries that have to wait even longer for some visas (Mexico, China, India, and the Philippines).

Otherwise, the limit is shared across all countries. When they limit is reached, they have to wait until the following year.

Best thing to do is not concern yourself too much with the processing times and be patient because they can vary by months on a case-by-case basis even.

Being a USC filing for your loved one has no bearing as if you were a LPR filing for your loved one.

 

The processing times are posted on USCIS and they are incredulous due to the backlogs.

USCIS timelines, processing etc.. is very opaque.  If you like to know what's going on at all times, this process will shake your world upside down.  You have no control.  You have no say.  You have that initial petition (and an RFE if you get one.)  Where that petition goes initially is known and after that it goes into a big black hole of nothingness where no one knows what's happening until POOF, RFE or approval or denial.  Sometimes you can't even get your daily dose of control because your case doesn't show up on the USCIS tracking websites or doesn't update if it DOES show up.  

 

Honestly, the best thing to do is not to worry about it.  Get the stuff you need for the next stage, spend time talking to your spouse (or future spouse) and just leave it be.  It's a really good life lesson to learn to give up control about things you can't control quite honestly.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

I'm lpr and my wife is under F2A category with CSC. If my 130 gets approved today or in 6 months , it doenst make difference as the visa availabilty is taking 2-3 years.

 

On the bright side, I'm expecting my citizenship by end of year and will upgrade my petition from F2A to IR1 and since CSC doesn't do IR1, I am hoping it gets moved to TSC.

 

I filed my wife 130 in June, meaning by Jan next year, it will be 7 months and since PD do not change when upgrading petition , I'm hoping she gets here sooner.

 

I actually submitted my wedding website as one of the evidence and the site has google analytics tracking. I can see every two weeks someone from the Irvine, CA location accessing my site. OS is unix so it is very likely a government computer. I'm really not sure what they are doing visiting every 2 weeks, but I know someone is looking at my file. Going to change pictures this weekend.
