The question states:

The beneficiary will not apply for adjustment of status in the United States, but he or she will apply for an immigrant visa abroad at the U.S. Embassy or U.S. Consulate in:

City:

Province:

Country:

 

My husband is American, I am Canadian.  We are living in Canada and applying from here.  Is the question asking where we will send our initial petition? (I-130, I-130A, etc.)?  If that is the case I don't understand, because it is stated specifically online that it has to be sent to the Chicago Lockbox Facility, not an Embassy or Consulate.  Or is the question asking where in Canada I will go to my interview if the petition is accepted and a Visa becomes available?  In that case,  how do I know which US Consulates process immigrant Visas?  I know that Calgary does not and Montreal does, but are there any other Consulates that process immigrant Visas in Canada?  You'd think I could just Google it, but nope...

The I-130 is sent to the lockbox facility. After approval and NVC processing, it will be sent to the consulate in Montreal.

The question is asking where you will interview for the visa. Montreal is the only consulate in Canada doing immigrant visa interviews.

the answer is Montreal, Quebec, Canada.  

The immigrant visa will be processed there.  

It is the ONLY answer.  (which is unfortunate that everyone has to travel to Montreal for this interview that takes 10 minutes.)

Timeline

Time to learn the difference between filing a petition and applying for a visa.  The US Citizen is filing a petition.  When it is approved, the foreign spouse begins the "visa application" process that culminates with a visa interview.

Unfortunately you have to go to Montreal I've always said I'd never step foot in Quebec but now when my interview comes I'll have no choice.
