Ok I understand it . We sent about 200 photos boarding passes for 3 trips to the Philippines stay time was 3 months and 2 week's total a few screen shots of chat logs tons of receipts and proof of Remittances along with at least 5 joint credit cards  and two joining bank accounts along with a US issued ITIN number for my spouse have we submitted enough evidence ? We don't have any direct call logs phone bills.

No, I think you should send in another 200 or so photos and more bank accounts!  Just kidding. You sent in plenty.

How does the uscis decide which petition/application is a placeholder and should be denied and which should get an RFE?

^^This cannot be answered by any member here. USCIS officials make decisions based on the packet sent by applicants and the documents sent to validate their case. If a USCIS official deems that the evidence sent is insufficient, then they would normally issue and RFE

The information you provided is more than enough for Manila right now. I would say wait at least until the end of this week before you contact them in regards to your NOA1 because it can take up to 2-3 working weeks before you get the NOA1.

Update we got the NOA1 in the mail today looks like it took about 14 Days.

Unfortunately, the new rule will catch some innocent applicants.  Required documents can be lost by USCIS.  But I think the "mistakes" will be very small.  I think it is always a good idea to send in a listing of EVERY document you are submitting as a "Table of Contents".  It serves two purposes.  One, it is a great checklist for the applicant to go through - to make SURE that document is attached.  Second, it gives USCIS or NVC or whoever, notice that the applicant knows what documents are required.

I'm naive also.  I would have NEVER thought people would send in a form as a "placeholder".  But...I didn't know about places like RapidVisa, either.

I was also naive about “placeholder” submissions, but I suppose that comes from the fact that I tend to make sure the package is complete before submitting it.  With the I129, I485/I765, I751, and helping my wife with the N400 over the past three and a half years we only received on RFE back on the I129 prior to my gaining education.  The instructions for the forms are quite clear as to the minimum required evidence, and we also did a cover letter/checklist for all our subsequent submissions.  Once I about it, I guess I can imagine folks trying to get a placeholder in place.

Ok I did not include a letter a 2 page letter of our love story will we be denied because I didn't send a introductory letter???

No.  We didn't include a cover letter or even a description of how we originally met.  Just the dates of all of our trips together, along with passport stamps.  No boarding passes or other secondary evidence like photos together.  We were approved at 185 days.

It makes me wonder if "over including" evidence might just slow things down. Someone mentioned including over 200 photographs and such... I guess I will find out in February 2019.

That’s my suspicion, too.   We followed the  USCIS check-list and instructions for completing the petition.   We figured if they wanted 200 pictures and a dissertation, they would have asked for that.   I believe that the simplicity of our application helped get it approved at 185 days,  because we do have prior divorces and kids, etc.   Either that, or maybe it’s just because we’re old, and  very few New Zealanders wish to immigrate to the US.  😂😂

Quality is the key ....  My wife and I spent hours at the initial K1 application, reviewing each others forms, cover letter for the required items. We did not include all talks chats etc; just a compilation over the year and a half we had known each other. I think a huge amount will make the government worker wait to start on the thick ones.

Well, the L-word is one of the few reason one might dare to leave the land of "long white cloud" 😁

We've only included the basics. To be honest, during our RL meeting, planning or even researching arcane US visa requirements wasn't on forefront of our minds, and since neither of us are social media oriented, there is barely a dozen of pictures of us together. Hopefully, it will suffice.

Hi - We are on vacation (International travel) to visit extended families and friends, preparing to gather info like Boarding Passes, Itineraries,  pics here with extended families and friends. Any Suggestions like which other docs I can gather as supporting docs for future like if I_751 interview or RFE?

From my understanding, it's the Lockbox that sends you the NOA1.  I've read on a different website that the Lockbox receives your Petition and checks for the basics like, correct fee, signatures, basic eligibility like if you're a US Citizen, class of Petition and if you meet the basics then they cash your check or charge your credit card and determins which Service Center has jurisdiction over your case.  Did you check your bank account or credit card company to see if you was charged?

AOS Timeline (I-485, I-765, I-131)

The petition is sent to the lockbox. They will not accept a petition filed elsewhere.
