OP,  I found this  blog for you that you may find helpful. It seems that the Philippines Bureau of Animal Industry /Department of Agriculture is the one that issues the export permit.

Hi, all! I have a pet cat that I wish to bring to America. We just finished with his vaccinations for the year and his next dose/s wouldn't be until next year. Aside from the <10 day-old health certificate from the vet, what else do I need to prepare in order for him to safely travel with me? Here's what I found online. Please share what you know.

1. Vaccination records

2. Airline-approved pet carrier - my cat is 5.15 kg, how big should the carrier be? Know where I could buy this? I'm from the Philippines.

3. Microchipping - Is this a requirement in the U.S.?

Any other documents? Thak you for your time.

Hi there!

I'm moving my cats from Malaysia to US in October.

First step :

You need to check the state's requirement to move a pet. I'll settle in Maryland and they require my cats to have rabies injection at least 1 month before entering the state.

Microchip and vaccination is not compulsory but rabies is generally compulsory. I suggest you to check CDC web, they will direct you to every state's requirement page.

Second step :

Book your pet with airlines. I'll fly with Qatar Airways, I go to their office to book my cats' space. They will travel on the same flight with me as excess baggage. They will be placed in the baggage hold. I'll prefer excess baggage than cargo as my cats will be sent to me in the baggage claim area. If they travel as cargo, they will fly cargo plane and I have to go to cargo area in US airport to collect them.

Airlines might have stricter requirement such as complete vaccination, health certificate and cage requirement. Go to the airlines local office to get info on this. Calling their customer service will usually route to their call center based in India or the customer service person will tell you information already available in the airlines' website.

I went the local office and the officer personally took care of my reservation - he personally assured my everything is going to be ok as he has experience in pet booking. He has done it for 5 years and will receive 1 pet booking a month at least. He is so supportive and that give me confidence and lifted the stress out of my shoulder.

Also you need to check does your transit destination require health certificate, transit permit and the rabies shot requirement? I'll be transiting in Doha and I was informed it is not required. I know Hong Kong require health certificate and transit permit even if you just transiting.

Third step :

Check your country requirement to bring pets out of country. Malaysia require complete vaccination, rabies shot, microchip and export permit. I have to bring my cats a week before my flying date to get the health certificate and export permit. Health permit from private is fine and valid for 7 days only. The export permit valid for a month.

Overall, you need to start your research on your departure destination's requirement, arrival destination and transit (if required).

Overall, I have to spend around USD 1,105

1. Malaysia health cert, import permit, transportation and agent fees handling (RM 1,000 @ USD 250)

2. Pets as Excess Baggage fees (USD 700)

3. Airlines approved carrier (RM150 @ USD 45)

4. Vaccination, microchip and rabies shot (RM440 @ USD 110)

additional cost If transit destination requires health cert and transit permit.

Good luck! let me know if you have any questions or concern.
