I couldn't find the original article I read, but this one came up at the top of the list. seems like word is spreading, I don't doubt that, because of the political environment right now, these delays start making headlines everywhere. if you Google "USCIS Delays" and then click news, there's been quite a few news agencies covering it over the last week, 2 weeks.

It's to answer if the petitioner can "afford" to support the beneficiary and not become a "public charge".  You will complete the I-134 prior to the interview and once in front of the CO they will collect that document from you. Is it too soon  to start filling out the i34 form for a November filer? There's a few documents to be attached too, that seem to require some time to gather, or should we just wait for noa2?

Ensure that this year's tax returns are included. for sure if it doesn't include this year's taxes they'll consider it out of date. I would probably try to have your i-134 within 2 months current, if not within 1 month. I'd wait until you get your noa2 and then do it. you have at least a month from noa2 to interview, so there's plenty of time to do it and send it to your beneficiary.

I don't doubt that you start to notice things magically start to pick up over there in the coming weeks. 

Where is this article? And yes im sure they will get their act together. This is ridiculous!

from what i have read before its always quicker in the first 4-5 months of the year. i don't know why. maybe because the holidays are all over.

I'm just hoping these delays transferring from USCIS to NVC get fixed. It's the highest that I've ever seen right now. Hoping it drops back down to a couple weeks.

You can begin working on the I-134 because like I said in a earlier post it needs to be completed for the interview. It's a document that can be saved and re-opened for edit till such time as you feel that it is "perfect" and it's time for the interview. Once must be careful as the latest form is dated Nov 2018 expire date but it remains "open" till another one is produced. Sometimes they have you go straight to the new document, other times they give you a grace period before they require the new addition be used.

 

Also, the latest copy of your tax return must be included in the documents. If your interview is before April 15th and you have not filed 2018 taxes then you are allowed to use the most current tax return which would then be 2017.
