@harley2012I believe they recently changed the process, they don’t send any packet but only mail the passport with the stamped visa. You will have to pay $220 fee for the green card processing prior to him coming to US. There is two ways you can find information on his application, you can check at the USCIS website to see the visa status. If it says “Issued” you should receive the passport real soon but if it says “In process” this would mean they have not yet issued visa. Second way is to visit the US embassy local website and track the visa status by entering the passport number. You can always call on their local number to find out the status of his passport. Ceac status of my Dad is issued...and still, no passport with visa has arrived...on interview date he was told that his visa is approved and will be coming in the mail...and he was told to pay the IR5/IV Application Fee...i hope his visa arrives very very soon...

@harley2012 did you try to reach out to the embassy directly or the courier service which were supposed to deliver the visa? It’s rather strange that he has not received the passport even though the status has been changed as “Issued”. In which embassy did your dad attended the interview?

US Embassy in Manila, Philippines. Waiting until now...
