We’re about to submit AOS together with the application for EAD and application for travel document  My husband is in the military and next year he will be assign in Germany but we don’t have his orders yet. What explanation or evidences do I need in order to show the circumstances that warrant issuance of an Advance Parole Document? TIA

In order to move to Germany on PCS orders, you won't need AP as much as Green Card -  But you cannot expedite anything without actual orders in hand. They won't accept your written explanation. Of course you need to be on his orders also.

For advanced parole you don't need anything. We never put any dates or anything. Just file for it with the EAD, no issues.

As for moving, Roel gave some good advice such as you having to be named on his orders. Without that, you wouldn't be going anyways. Least you'd be going on your own dime. Ex-Army here and the orders dictate everything.

Not to mention AP if kind of useless in this situation - since IF you'll be on the orders, you'll be moving away for at least 3 years.  So I wouldn't even bother with it. File AOS - ASAP - and then as soon as you have orders in hand, work on the expedite the green card.

ALTHOUGH - even if you don't get it before the move, don't worry. Just remember to update your address with the USCIS and you can move to Germany based on orders and your passport (though you'll need special stamp in it, but that's something your husband needs to walk you through).  When you're abroad on military orders, your AOS can complete process overseas.

...At least that's how ROC works. I assume AOS would be no different.
