She already did the photo and fingerprint and they are both on the physical NBI paper she received.  It is just on the online verification when we type in the NBI certificate number it doesn't show the picture only that is is verified, but there is like a spot for the picture.

11/07/2018:  Received SSN card (applied on 10/24/2018)
