My wife is filipina and she lives in Thailand where she works as an English teacher. She said that part of the process will require her to have a friend in Manila process it? Apparently it needs to be sent to Manila to an authorized friend/family member... and take some additional steps. Problem is... she doesn't have anyone in Manila who can help her with that part of the process.

 

This is ridiculous that the NBI imposes a requirement that someone in Manila represent you. Why cant they just take her application, fingerprint card... and simply handle it all themselves!?!?!

NBI clearance can be obtained even outside Manila. And she has to get it by herself no one can get it for her since they will need her biometrics. And by the way she also needs a police clearance from Thailand.

I would think you could request the NBI through the Philippine embassy in Thailand, I can't get to the embassy website at the moment I get a message that it is down.

Right... but the websites posted seem to imply that merely the fingerprinting will be done at the Embassy. But she apparently needs to mail it herself to someone in Manila, and have that person go to the NBI in person, and hand it in!?

What the HELL!? What kind of convoluted way of doing business is that?

Processing your NBI Clearance.

Though you applied for NBI Clearance in abroad, your application will still be processed in the Philippines. The applicant have two option and these are:

  1. Send all your accomplished NBI Clearance Form No.5, your Special Power of Attorney, Authorization Letter, 2×2 Photo to your authorized person currently in Philippines to process your NBI Clearance Main Building located at Taft Avenue, Manila. You’re authorized representative needs to proceed to Mailed Clearance section of the building and submit your requirements plus payment of the NBI Clearance.
  2. You can ask the Philippine Consular Office to do it for you. You just need to secured a Money Order payable to the authorized person of NBI Clearance assigned in the Philippines. You also need to pay for the courier fee for your NBI Clearance application. For more details about this option, you can ask personally the Philippine Consular Office located in the country you are currently located.

Yes the NBI does have an expiration, that is one year from issuance .

 

"POLICE REPORT. Applicants aged 16 years and older must have a valid Philippine police (NBI) clearance from the National Bureau of Investigation (NBI). For immigration purposes, an NBI clearance is valid for one year from the date of issuance.

  • Please note that an NBI Clearance with an AKA is also required. Police clearances should be in the applicant’s current name, birth certificate name, maiden name, married name, and any aliases or nicknames ever used, including different spellings of all names that may have appeared on other civil documents (e.g., birth certificate, marriage certificate, etc.), even if these names or spellings have never been routinely used.
