Tourist visa for fiances sister

Ok so my fiance is currently here thru the K1 visa and will expect to file AOS in the next month or 2 (we are doing a small ceremony to satisfy the 90 day requirement and a big wedding next June). Her parents applied and were granted tourist visas along with her minor brother. But her sister is I believe 18 and applied for a tourist visa only to be denied. I need to inquire again what documentation she brought to show she would return after our wedding next year, but I believe she had a letter from the university in Jeju, S. Korea that she just started going to school at, as well as from her part time employer. 

When is it possible to reapply and would it help if she had a letter from me (USC) that I would be responsible in making sure she returned and did not overstay? We are hoping she can attend the wedding in June of 2019.

If you kind of roam around on this site, this question has been asked A LOT of times and the answer remains the same every time; It's up to the person who is applying for the tourist visa to provide the IO with sufficient documentation. Any letters, invitations etc from you hold no value. It is she that has to prove strong home ties.

She can reapply at any time, but unless circumstances have changed, I wouldn't expect a different decision.......a letter from you will do no good....

Did your future SIL apply for a B1/B2 visitor visa, or an ESTA?

Pretty certain it was the b1/b2 like her parents. We told her to apply for that one.

I wonder if she was rejected because all she needs to do is apply for an ESTA.  You may want to check and make sure, if she was rejected, then she may no longer be eligible for ESTA.

I need to question my fiance more. Her sister is new to college life and is still a chinese citizen going to school in Korea. I dont think she is a ROK citizen

That kinda explains the denial. 

The CO considered a young Chinese passport holder an overstay risk with weak ties to home. Applying in a 3rd country (ROK), just starting school, and a part-time job didn't convince the CO.

I can agree with that. So she may never get a chance. Like its been said, it's not easy to get a tourist visa. She will probably have to watch the whole thing via Wechat like some of her other family.
