This is just a guess, but maybe the ROC process is taking over a year (when the sticky from a few years ago said "six months to a year") because we are all sending in way too much evidence.  I think that everything received by USCIS would have to be scrutinized, because if an IO skimmed a few pages and approved the removal of conditions, and later it was shown that he missed a red flag in that packet, that the IO would probably have a lot of explaining to do. 

Of course, we need to send good primary evidence.  But do we really  need to send every bank statement for 2 years? Wouldn't quarterly statements prove the same thing? Would a 1 page statement from the bank do the same? (this isn't a rhetorical question. I don't know if this would suffice). And if we have good primary evidence do we really need to send a lot of secondary evidence, such as affidavits?  I guess most of us don't want to get an RFE, and we are sending as much as possible to avoid that.  But I have to wonder if that's at least partly responsible for the long approval times.

I don't think anyone sends 2 year a worth of bank statements.. lol. 

 

People will keep sending as much proofs as possible since that's the point of ROC - to show the marriage to the USC is still going. True that it should be mostly evidences of living together and financial stuff, but that's already a lot on it's own.

I did analyze graphical representation of how I 751 starts to take so long. Please take a look, but clearly, I 751 adjucation (or approval) per each year used to be 130,000 from 2012 to 2016, except 2013 when 230,000 were adjucated successfully out of each year's averaging of incoming application around 150,000.However, in fiscal year of 2017, only 78,000 I 751 applications are adjucated. This is almost 40% decrease per avearge number of I 751 adjucation, and henceforth it immensely affects today's backlog. 

 

So clearly, it is not that all of sudden in 2010s, marriage between USC and foreigners increased because the number of application to I 751 still remains around 130,000 to 160,000 per year, nor does the number of documentations submitted in I 751 package increased from couple of evidences to extreme level of private life, but simply USCIS does not adjucate on time in fiscal year of 2017, and here we are. My guess is like anything else, it is comprehensive failure of predicting immigration application surges and USCIS did not properly respond to its application surges as well as political factors such as tightening immigration applications contribute this mess.

Ditto! you are spot on! It seems USCIS does not have enough resources otherwise with the digitization and how much information government has on us, it should be straightforward approval for lot of folks. I have heard that they are calling retired immigration judges to keep up with immigration cases. total failure to act on it.

Funny enough, there was a backlog 2 years ago for I-130 petitions with filers who received conditional green cards (if you can remember)......fast forward to 2yrs later, the backlog is back since ALL the CR visa holders now need to remove conditions! :)

1. CR1s are at the bottom of the barrel (can work/travel etc)

2. Doesn't inhibit the next step Naturalization (for most applicants)

 

Thus, no priority to expedite processing or expend significant additional resources.

I totally sent 2 years and 6 months work of bank statements. :D

But unlike some people I sent 6 photos, not 200!

We did. Sent 2 years worth of bank statements. 

And 2 years worth of credit card statements. And 2 years worth of utility bill statements. And over 100 photos. All listed here

I dont' think i have 50 photos of my husband and I together, including our wedding photos, let alone over 100.  6 was pretty much all I could manage to scrounge up since marriage.  I think I've added maybe 2 since then!  He HATES his photo being taken.

I sent two years of statements too lol. I mean... it is a lot, but are they going to spend 5 hours looking at each one or just noting the timespan of these statements and the amount of transactions? We pay our bills from it since we don't have joint utilities, so I really wanted to drive that point home. I guess I could have gone quarterly instead, in hindsight.

ROC from CR-1 visa (Green Card expiration date was Nov 24th 2016)

 

Link to the evidence I submitted. Be sure to send evidence spanning your entire marriage (especially for K-1) or as far back as you can. Just one or two bank statements will not cut it. I primarily focused on the two years of living here since I came in on a CR-1. If you don't have the fundamentals (i.e. joint accounts/policies), you can explain why in the covering letter. E.g. "While we do not have joint utilities, we both contribute to them from our joint bank account".

 

September 26th 2016: I-751 package sent to CSC

September 28th 2016: Package delivered
September 30th 2016: Check cashed
October 3rd 2016: NOA1 received with receipt date of 09/28/16
November 3rd 2016: Biometrics received with appointment date of 11/14/16.
November 14th 2016: Attended biometrics appointment
October 30th 2017: Infopass appointment to get I-551 stamp
February 26th 2018: I-751 case number (aka the NOA1 receipt number) becomes trackable
March 14th 2018: Submitted service request due to being outside of processing time.

March 15th 2018: ROC approved. 535 days (1 year, 5 months and 17 days)

March 29th 2018: Card being produced

April 4th 2018: Card mailed out

April 6th 2018: Card in hand. Has incorrect "resident since" date. Submitted service request on I-751 case (typographical error on permanent resident card) and an I-90 online.

April 2018 - August 7th 2018: Tons of service requests, emails and now senator involvement to get my corrected green card back because what the heck, USCIS. Also some time in May I sent a letter to Potomac telling them I want to withdraw my I-90 since CSC were handling it.

August 8th 2018: Card in production thanks to the direct involvement of Senator Sherrod Brown's team

August 13th 2018: Card mailed

August 15th 2018: Card in hand with correct date. :joy:

October 31st 2018: Potomac sends out a notice stating they have closed out my I-90 per my request. Yay for no duplicate card drama.
