It clearly says to leave it BLANK.

Thank YOu. Then what should i write it here ? Because i'm leaving the 11.a and 11.b blank.
can i just write N/A in all textboxes below?

No, you must write "SAME" in box 13a (meaning same address as you've previously written in the boxes with 11 on it). If you read into this picture more closely, you can see that they tell you to do so :)

I know but I leaved 11.a and 11.b blank. Because The beneficiary is living outside the U.S and where he lives there is no street name and street number so i leaved blank. But i don't know about 13a. should i leave it blank or write SAME because i didn't write anything in 11.a and 11.b.

You misunderstood me a little bit, I was talking about the rest of the 11 boxes, not 11a and 11b. You should still write «SAME» in box 13a, because you don’t have to write down the same address in both the 11 and 13 boxes. In my country we often don’t have street names and numbers, but we still have to write postal code and city :)

But In instruction they mention don't leave anything blank. is it ok ? if i leave it blank.

Yes it’s okay because you have already written the same adress in boxes 11. That is why you do not have to write the same thing again in boxes 13 as long as you write SAME in box 13a.
