My wife became a citizen last year.  As a green card holder, she petitioned her adult unmarried son for an F2B visa and the petition was approved.  She is now thinking that because she is a citizen that she “must” convert the F2B to F1.  Is that so?  She thinks right now the F2B is a bit faster than F1 and doesn’t want to convert at this time.

If she must, or decides on her own to convert, what does she need to do?

Thanks for any help.

PD is Feb. 15, 2013 and he was given a GUZ number.  Don't know if that's a case number.

GUZ number from NVC is case number.

When she submits her certificate of naturalization to NVC, her son's F2B will be changed to F1.

Do not worry. She has a chance to go back to F2B. This is the only chance so she has to use it wisely.

In September 2018, NVC will begin sending Welcome Letter for:
F1: PD before 08 MAR 2012

F2B: PD before 22 MAR 2014

As you can see, F2B will be processed faster, so she does not have to notify the NVC about her citizen now to keep her son's case in F2B.

When NVC send her a Welcome Letter and ask her to pay fees, submit documents etc., she can submit her copy of certificate of naturalization (not original) to NVC, along with a signed letter of request for F2B retention.

NVC will process her son's case and keep F2B preference.

Remember, she cannot go back to F1 after she requests a F2B retention.

She can ask NVC about her case status via this form https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html

Fill in all the fields, and check the box "Please update my NVC file with this email address" NVC can update her email address, and to send her Welcome letter via email sooner.

Type the question: "What is the status of my case?"

I suggest she should do this every 6 months - 1 year, so she can check her case status as well as her preference F2B or F1.

I don't think her case will be changed to F1 automatically if she does not send her certificate of naturalization to NVC.

Thanks so much for your help.  I showed the wife this, and she has opted to keep the F2B (since it's faster) and not send a copy of her certificate to NVC.  I'll let her know about the online form so she can get an update.  That was an added bonus I wasn't expecting.  Thanks very much!

Please note that she has to send her copy of certificate of naturalization and a signed letter of request for F2B retention to NVC when she got a Welcome Letter, so NVC will keep her F2B in the system offically.

Because at the time of the interview, Consular Officer will check her info.

If they find that she became a citizen,  and she did not request a F2B retention, they will decide that her son case is F1.

Then they will deny the interview and ask her son to go home and wait for F1 interview (which is slower), or wait until the F2B retention is approved.

Are you talking about the welcome letter she got when she became a citizen, or the welcome letter you referred to above, about the F2B: PD before 22 MAR 2014?

Not welcome letter of citizen.

I only discuss about the Welcome letter from NVC which is sent to F2B with PD before 22 March 2014, regarding to her son's case.

In this letter, NVC will guide her through 6 steps including paying fees, submit DS-260 online, submit civil documents and AOS etc.

This is the time she should send her copy of certificate of naturalization and F2B retention letter.

Just sent the query to NVC about her case status using the link you gave.  It worked!  Now my wife will wait for the welcome letter from NVC so she can complete the next steps.

This turned out to be a great thread!  Thanks Triple28.

I just want to clarify some confused things may occur in my previous post.

Although, the visa bulletin for September 2018 shows that NVC will process cases with PD before 22 MAR 2014, it does not mean all that cases will get a Welcome Letter in September 2018.

Because NVC can only process some cases at one time, so they will send Welcome Letter for some cases every month.

Which mean your wife may have to wait several months to get the Welcome Letter.

That's why asking NVC updating her email address will help her receiving the WL via email as soon as NVC begins process her case (instead of waiting 2 weeks via mail box)

After you send the query via that form, after 2-6 weeks, NVC will reply about her case status.

P/S:

I want to talk a little bit about something will happen after she submits her certificate of naturalization.

After NVC got her certificate and letter of F2B retention, they will change her son's case to F1 first, then several days or weeks later, it will be changed to F2B.

If you check the case status online or via email, and see that it still shows F1 preference, you can send a query to NVC to ask them to keep F2B again (attach the scan of certificate, letter of F2B retention and approval notice again.)

Sometimes NVC process the case slowly or incorrectly so you have to check you case regularly to ensure your case is process properly and it is not delayed.

Sorry for multiple posts because I cannot remember all the info at the time, so as soon as I remember something I post it here.

O.k., I'm getting it.  I understand it may still take some time for my wife's son to join us.  Not much I can do there.  Hey, but you never know, maybe we'll get lucky.

I will keep these notes you've given and use them at the appropriate time.  Good stuff.  If anything else come up, please post as it will be beneficial to me and others in the same situation.

My wife was notified via email that her son’s F2B is ready for processing, through CEAC, and she has not received any “welcome” letter in the mail.  As I mentioned in a previous post, she has since become a naturalized citizen since filing the F2B application.  She wants to keep the F2B.  We have gone to CEAC and paid the visa application and affidavit of support fees.  We are in the process of gathering tax docs to upload.

Question, how do get to NVC the copy of her naturalization certificate + letter requesting retention of the F2B status?  At this point there seems to be no way to send these via CEAC, only to pay fees and submit AOS and tax docs.

Thanks for your help.
