So, your husband is US citizen right? If he doesn't have a job till today, who will be your sponsor? Did he have lots of asset? Yes, the problem will incurred if he doesn't have enough money to sponsor you to come here or can't find any other sponsor. If that is what happen, you might get denied under 212(a)(4) - Public charge

There really shouldn't be an issue from what I can tell. If he doesn't have a job then he can't financially sponsor you, however this can be overcome by having a joint sponsor (this can be family or close friends, anyone willing). With a joint sponsor then I think you'll be just fine.

Is it possible if he get joint Sponcer ????? Can my mother in law become joint Sponcer ???

My husband have job till September 2017...

Than he was in India till March 2018 for marriage...

Yes, your mother in law could be a joint sponsor. The joint sponsor needs to be domiciled in the US and have an income at 125% or higher of the federal poverty guidelines.

^^This 100%. Also, the joint sponsor must provide the following; https://www.uscis.gov/system/files_force/files/form/i-864instr.pdf?download=1:

Quote

Item Numbers 11.a. - 11.c. Citizenship or Residency. You must provide proof that you are a U.S. citizen, U.S. national, or lawful permanent resident for joint and substitute sponsors and for relatives of employment-based immigrants who file Form I-864.
