Now that I have read this, it looks like there was only 1 waiver issued for IR1 or CR1 from Iran in Jan/Feb/March of 2019 (page 27 of document above). So this means the visa numbers where we see a 5 to 10 IR/CRs from the monthly reports from DOS were people put in AP prior to the ban. So it looks like its taking those people atleast 1.5 years (more likely more than 2 years) to get their visas.

Until such time as the automated system they are refering to is not put in place, AP is more than likely 1.5 years or longer, quite possibly over 2 years.

Let me know if I am misreading this?

The numbers are ridiculously low.. we're now waiting for 1 year and 4 months (F1), no movement yet.

If anyone knows the lawyers in the case (emami vs neilsen) - can we please have them request clarification from the Department of State as to why is it taking

Of the Iran CR1 and IR1, atleast 3 I know of are a result of a mandamus lawsuit or a medical emergency (members on this website). Of the remaining 12  I wonder how many are mandamus lawsuit or a medical emergency? Can one of you read the report and please tell me if I am misreading something? Here is the report:

First number is "Cumulative Issuances"

Second one is "Cumulative PP 9645 Refusa"

@salhasl, I think what is most interesting to me in this report is that it states the "automated enhanced screening and vetting process" should be operational before the end of the fiscal year, which is September 30.  If it is finished on schedule, perhaps we'll finally see movement on this backlog?

NOA1: 26 July 2017

NOA2: 2 February 2018

NVC Received: 13 February 2018

NVC Case # Assigned: 22 February 2018

NVC Left: 27 February 2018

Consulate Received: 1 March 2018

Packet 3 Received: 10 March 2018

Packet 3 Sent: 8 October 2018 (we delayed intentionally)

Interview: 31 October 2018

Currently in AP!!! :(

This to me seems like the only way out, because the way they are processing these waivers, it looks like the processing time for the waiver using the manual process is more than 1.5 years, most likely even more than 2 years.

Hopefully the judge in emami vs neilsen can force them to reveal why it is that they can easily vet Iranian F1s, Libyan K1s, but not IR/CR. The proclamation did not specify which visa classes are exempt. This is DOS decision. They could have easily said IR/CR exempt.

Such lunacy.

So I couldn't understand why this report was generated.  What was it produced for?

P.L. 116-6, the Consolidated Appropriations Act of 2019, requires a report every 90 days until September 30, 2019 on the implementation of PP 9645.

Senator Chris Van Hollen got this added.
