We were contacted today!  "/ to or" happened on 7 September.

NOA2: 2 February 2018

NVC Received: 13 February 2018

NVC Case # Assigned: 22 February 2018

NVC Left: 27 February 2018

Consulate Received: 1 March 2018

Packet 3 Received: 10 March 2018

Packet 3 Sent: 8 October 2018 (we delayed intentionally)

Interview: 31 October 2018

Currently in AP!!! :(

Also i notice something, the 7th of September update was for plenty of cases, all of them got the / to or change and then the embassies start to contact people, also i am sure the 7th of September update wasn't from the embassy because it happened at 8 pm(not a working hours) that is why i think this update was the approval on our waiver from DC

It does seem to be specific to each embassy. Case load, staffing levels, and bureaucracy all factor in it seems.

Yes it’s still there my friend.. we tried to email the embassy and ask about what’s Going on and they got us wrong regarding our intentions and thought we were asking for it back and they were going to send it back before AP was complete  .. but we sent another email and clarified  our intentions to them and I hope they kept it until They’re done with all their checks and reviews.. that’s why we’re not going to ask about anything anymore even if it was going to take ages .

Wow. Congratulations...finally I hear someone getting visa from Frankfurt embassy. Gives us hope too. Our ceac changed from "refused" to "administrative processing" few days ago. It says "mailed/available", so we shall see when it will change to "or" ...

it happened to my friend, his wife was going to have a surgery, his laywer send the embassy an email asking for this kind of expedition, the embassy accepted  and they issued his visa in 3 weeks, try to get a medical report to support your request , good luck 

I don’t think that they will expedite for pregnancy- but I will look into it. Thank you!
