CEAC payment rejected / bank not found?

I'm looking for some clarity/advice. I put my AoS/IV payments in last Thursday. On Monday they were approved and I could submit forms/documents. I submitted everything that day. On Wednesday my status changes to needing to pay, and I get two separate emails stating my payments did not go through.

Remember that you need your bank routing number, a checking or savings account number from a U.S. bank, your NVC Case Number, and Invoice ID Number (both are located on the 'Notice of Immigrant Visa Case Creation' you received from NVC). You can find detailed instructions for paying immigrant visa-related fees on our website at https://nvc.state.gov/fee (English) or https://nvc.state.gov/tarifa/espanol (Spanish).

If you check your bank account and see a record that U.S. bank deducted funds from your account, please email a scanned copy of your bank statement showing the deduction to askNVC@state.gov. We will review it and update your case to reflect the payment.

 

My bank is a standard Chase checking account, and I was very careful to have the correct routing/checking/name. I called the bank, they said my account is fully functional and that they have no record of the transaction. I was never charged as far as I can see. I called NVC and they said I should use IE instead of Firefox. As a web developer by profession, this seems a sketchy explanation because I received a receipt for the initial payment submission and after that point my browser should have no affect.

 

Lastly, I asked if they have alternate payments and they said I could mail a money order which would take 4 weeks.

 

Anyway, now I submitted both again using IE browser yesterday. So far, there is nothing pending in my bank, but it could take some more time. I'd just like to prepare for my next steps in case it fails again. Here's my questions:

 

  1. Does the bank normally reflect a pending transaction before it gets  processed by CEAC?
  2. If I try submitting using my Dad's bank account, would that draw suspicion? I am not using a cosponsor since I am financially independent and have the money myself. Would this cast doubt on that or be totally unnoticed and ok?
  3. Does money order by mail truly take 4 weeks, or is that a conservative estimate? I'd hate to be delayed that long for some glitch in the banking system.
