You'll have to call USCIS immediately to get a new one.   I'm not sure if they will give you any kind of extension for loosing it.  Do you remember any of the letter to at least have your evidence together?   Hopefully you can at least have everything compiled and a letter drafted up while you wait for a new letter.  You only have 30days to respond.   In the future make sure you scan things like this in the event something happens to it.

I suggest you Call the USCIS and speak to a level two supervisor and they can tell you what the points were on the letter.  you can than start to prepare your evidence while you wait for letter to come in the mail. by the time letter comes than all you will do is attach letter and send off your rebuttal

I would be surprised if anybody on a phone call can provide specifics from the letter. That's not how they typically handle matters (only a receipt number + name is not much to verify somebody's identity)...but no harm to ask.

Hopefully USCIS can send a new letter out to you quickly. If not, respond to it the best you can before the required response date. Be sure to include a cover letter stating the receipt number, names, and DOBs of both the petitioner and beneficiary. It may not hurt to even include a copy of the NOA1/NOA2 just to help them match up records.

Good luck.

I am speaking from experience because i was told that a letter was sent out to me responding to an inquiry I submitted about my case and  I never received the letter so I called and spoke to level two supervisor and they read what the letter said. I also called about my Noir and the supervisor was able to read with me what I had in my letter . So based on my experience I gave this advise the last time  I had contact with level two supervisor was last month on July 7th 2018. Hope this helps op

Thank you, our case has being denied since 2015 and I had surgery so I was not able to appeal the case, what can I do ? Pleas help me ... thanks

Your case was denied in 2015?   Did you receive a NOIR?  Did you respond?  I think your best bet would be to refile.
