I-90 police clearance letter/back ground check

MY mother got her green card when she arrived to USA  on 7/2017. However, they messed up her name on the green card. I filled form I-90 on 9/6/2017 . She went to her 2nd biometric ( Fingerprint). We have been waiting for  1 year. USCIS sent us a letter on 8/1/18 stating that her fingerprint is "unclassifiable " and request her to send a police report letter or background check in the USA where she lived for the past 10 years. She is 56 years old. I went to police department. they told us to go to New York State Police. NY state police told us to go to the website IdentoGO to get her fingerprint and letter...... I am so confused and dont know how to get it. Please help me.
