Hi

We are getting ready to file for Removal of Conditions in early Sept (2018) and I'm seeing that this can take more than a year-and maybe up to 18 months.  So that would be around about Nov 2019 to Feb 2020 (give or take a few months).  My husband will be eligible to file for naturalization in Dec 2019, so that would very likely be before getting the permanent green card.  How does that work?  Can he apply for naturalization before the permanent green card ?  Does anyone have direct experience with this?

Yes.. he can apply for naturalization while the ROC is still pending..but the N400 wont be assessed unless the I751 has been approved.. so some petitioners get a double interview.. ROC and then N400.

Yep - I filed for ROC last August and it is still pending, and I just filed for naturalization a few days ago.  It’s quite a common practice

Yes he can apply for naturalization (N-400) and he might also be eligible to file electronically which in my opinion was easier and quicker.

If you file for citizenship before ROC, it's going to be denied.  You have to follow the steps just like everyone else.

06.02.2014 - NoA2

01.04.2014 - Interview. 

AoS

03.2015 - AoS started.

09.2015 - Green Card received.  

RoC

24.07.2017 - NoA1.

01.08.2018 - RoC approved.

I think what they’re asking is if they can file for naturalization while waiting for the 10 year green card  (I may be misinterpreting though haha)

You can get started on it but the ROC has to be approved first. You have to file for ROC before that green card expires.

After that ROC is filed you can definitely apply for citizenship when eligible but again, that ROC has to be approved first.
