I was able to do that for my wife when we were still living in Philippines and she didn’t have an SSN yet (all those were US based benefits through my employer). I am actually picking up the certified marriage certificate tonight.  I was going to contact HR tomorrow to let them know about the marriage.  That is a great idea to include that in the evidence.  Thank you.

Applying for an ITIN is a good idea even outside of the CR1 process as it lends flexibility on other financial processes such as filing your return as MFJ. However, don't get your hopes up too high. When we applied for an ITIN the IRS denied the request with the reason given that since we had a pending CR1 that my wife would be receiving an SSN soon and therefore an ITIN was not necessary. That said, I think others have been successful.

I added my wife on my car insurance, lease aggreement, the ITIN, we got it before she came here and filed taxes jointly even she was in the philippines, she did send a certified copy of her passport to me and that’s what we used and got her ITIN. Certified copy of passport she needs to get that at DFA. and my wife did when she was in the philippines she also added me through her insurance, and other benefits, so that it shows that Iam her benefiaciary, and Iam to to her. Also we did statements of her family that known us. and notarized it. Receipts from western union, chat logs, emails, call logs. Pictures. and receipts from all the trip and bookings we had.

I tried car insurance (GEICO needs SSN and US residence to be added).  The lease agreement requires SSN and fingerprints for background checks.  I will take her passport with me when I leave after this trip.  I am going back in December to return it if the government is through with the ITIN check.  I have most items but the co-mingling of funds are tough.  I send money directly into her BPI account but I can't be on it without a Philippine passport.  How long does the ITIN take?

I seem to recall the ITIN application response took 1 to 2 months, but that was 4 years ago so my memory isn't super sharp, thus the wide range.

For those that don't have the primary proof of bona-fide marriage like birth certificates of children born together, joint bank accounts, joint loan, joint mortgage or lease, it is best to do two of the 3rd party affidavits.

You don't need a Philippine passport to have a bank acct at BPI,  you need an ACR card and/or an LTO DL.    Of course those take time to acquire and you NEED to be there ;)

Now I’m trying to decide if I should wait a couple months for the ITIN or take a chance with affidavits and other proof. I hate waiting but I hate being denied even more.

I tried online. They needed more proof of residency and her current motorcycle license is expired.

This is an extremely common hurdle with the IR/CR-1, I have to wonder - just what is everyone doing in this regard?    Have you popped over to the IR/CR-1 forum?
