Regarding this stage at NVC

Document Cover Sheet This cover sheet is for case MNLXXXXXXXXX.When you send your documents to us, place them in the order shown below, and put this cover sheet on top. Mark the checkbox [ X ] under Enclosed if you are sending the document. Mark the checkbox [ X ] under Unavailable if you cannot obtain the document, and include a formal statement explaining why it is unavailable. Mark the checkbox [ X ] under Not Applicable if the document is not applicable or not needed for your case.

We were just able to send away for the police certificates (Hong Kong and Qatar), so do we have to wait to receive (Qatar) the police clearance before we send the documents to NVC?

You were asking about sending OTHER documents, not police certificates being they haven't arrived yet?    My       Yup I guess I did misread that... sorry

Yeah, it's ok. Yes wondering if we need to wait for police clearance before sending the package to NVC? I also heard you can send your IV package to NVC before the interview is scheduled?

It is best if you have ALL your required documents together before sending to NVC. You must send all of your required checklist items (Affidavit of support, financial and other supporting documents) to NVC before your interview. NVC will not give you a "Case Complete" and will not schedule your embassy interview until you complete this.

So basically the interview can not be scheduled until they receive the package?

After you have paid the necessary fees and submitted the required immigrant visa application, Affidavit of Support, and supporting documents to the National Visa Center (NVC), they will review your file for completeness. Once your case becomes qualified for an interview, NVC will work with the appropriate U.S. Embassy or Consulate to schedule an appointment for you.

The U.S. Embassy or Consulate General tells NVC what dates they are holding interviews, and NVC fills these appointments in a first-in, first-out manner. However, before applicants in a numerically limited (preference) visa category can receive an appointment, their priority date must also be current. You can track your priority date using the Visa Bulletin at https://usvisas.state.gov/visabulletin. NVC schedules appointments one month in advance, but we cannot predict when an interview appointment will be available.

An interview appointment letter is sent to you (the applicant), as well as your petitioner (sponsor), and your agent/attorney (if applicable) to notify you and them of the date, time, and location of the interview once the embassy has an appointment available. There may be a wait of several months for an interview date to become available.
