In order to file i130 for your brother, you must be US citizens. Take a look at the link below.

Wait time can be around 15 years.

The sooner you file, the quicker it will be. Expect at least 15 years...might be 20-25 years at the current rate (assuming the category still exists).

Honestly, it might be easier to get your brother into US via a student or H1B visa. Then, once he is here, perhaps he might find that special person who he wants to marry and spend the rest of his life with.

Student or H1B visas only if he wants to really study in the US or work for a job that cannot be filled by Americans. 

Sure, marry if he falls in love, but not if he only wants a green card.
