Passport Return

Hi there, I'm with very strange situation here.

Me and and my fiance very apart from each other since a year now, I applied her I-129F on july18th 2006 almost a year now, and now we done everything,

Her interview is done,

her medical is done,

all the document is submit wchich they ask

the VISA fees has been paid, she submit the passport as well,

and the VFS office told, her that she will be deffinetly getting passport back with VISA on it in few days,

and just this week my fiance got her PASSPORT back withought any VISA issue and plusa BMB194 form in courier saying that "we are carrying out addminstrative procedure. we will contact you.

so what is that suppose to mean, they send her passport back without VISA why?

my fiance and I was so exicted when I heard that she got courier from Embassy and passport in it, we thought our long await is about to end, but after she open the courier all the excitement was turn into tears alot of tears, cant bear that pain, I really hat immigration people, if they need any document could say in the form,, but there is nothing they ask and return passport and say we will contact you,

did this happen to anyone else, please help me out, or else me and my fiance will die in pain, of separatioin.

I just want to know, if return passport meaning is deniel of visa or what?

please if someone know anything abt this, or happen this case to anyone please share with me

i am sitting here with all tears, and my fiance over there with blood tears.

guys please help me out, anyone
