I-130. Two questions

Hi Everyone.

 

1), As the I-130 instructions says. must submit two identical color passport-style photographs of yourself and your spouse (if he or she is
in the United States). Do I need to submit my wife's ones as she is living overseas. (We did take some while we were in China, but just realized the size are off by 0.25 inch)

2), The instructions also says "If your spouse is overseas, Form I-130A must still be completed, but your spouse does not have
to sign Form I-130A. It seems my wife does not have to sign I-130A？

You have read the instructions correctly.  No passport photo from her and no signature.  She should get at least 4 of the correct size for the medical and interview next year.
