I'm assuming that this from the VJ guides, right? If I am correct then I add this collective opinion. Though the guides here on VJ are designed and can be instrumental in getting couples to their chosen path of a visa, I can't whole heartily endorse them as the end all to guides. You see each Embassy can be different in what they require of you. So this screen capture you made is a start, I would not rest on it to be 100% correct and it goes back to each Embassy can be different. Their approach is let's throw it to the wall and see what sticks.

 

That guide is one in many tools that you should equip yourself with but from my experience the P3 letter from your Embassy and the folks here on VJ are the "boots on the ground" approach. I have found if it isn't on the P3, chances are it's not going to be asked by the Embassy. Each government entity along the way, USCIS, NVC and the Embassy each have a role to play and each requirement ask different items to support your visa. I'll give you and example. USCIS does not need medical records to adjudicate your case, but they do need the 129f. The Embassy does not need the 129f from you at the interview because it already exist in their systems but they do need the medical as it is needed for the adjudication final steps. If you are not medically sound then until such time that you are then a visa will not be issued.

Okay, thank you. Yes this answers my question. They were from VJ.  I guess that if I plan on being in Lima when he does his interview, then I can just bring it then if the consulate requires it. I will wait for them to tell me what to do. There is really no reason to bring it now. I just assumed that we would have our NOA2 by now and it would save me hundreds of bucks on shipping a large document to South America.

just want to update my situation:

called at 212 days, my fiancè told me that spoke with an officer that said we are under background check and we should wait other 30-45 days;

the thing that upset me is that there is really nothing suspicious about our case:

country: Italy, no past marriages, no children, many pictures together in 2 years relationship, first time met in person, about same age... 

really dunno what to think at this point

hope the best for you

My fiancé was talking about this awhile back. That Italy was handing out passports like they were candy to anyone in the country. So that they wouldn't stay in Italy and could go where they wanted. Now that there is a new government in place there. It should stop. 

That may be the reason why they are taking so long with ur back ground check. 

Haven't researched it enough to be positive. It's pretty muc word of mouth..

noa1 date is actually they date on ur hard copy. Sadly if u reach the magical 220 day u must wait till 225 to contact Uscis. They use what the new site says. Even if ur paper says X date. 

They added 5 days onto everyone’s accepted on NOA1

Called again today and spoke to Tier 2. As of 8/14, we MIGHT be receiving an RFE. No idea what about, but I will consider this as a positive step towards the end of our case! It is a huge document and I am NOT analytical so I probably forgot the smallest detail. I am happy. :)

The word "background check" spooks everyone unnecessarily.
Half the time, has nothing to do with the case details you mention - age, marriage, etc. 


And more times have to do with things such as:
If y'all have traveled a lot before- they have to check all those out
If you have a common name (even with Italy), they have to check it all out.

Give them the time they said to give them and things should come back clean.

Don't lose heart! At least they tell you background checks are holding you up, and your case isn't sitting somewhere collecting dust.
