I managed to get my fiance passport photo for the application resized and cut out by Fedex but it does not look as glossy as my passport photo I remember when I got it done at walgreens before I went  to Brazil the first time. My fiance had emailed the picture and I emailed it to Fedex . Will that be a issue because one maybe more glossy than the other?

It is not terribly important for the I-129f stage. Just make sure its the right size and shows his face correctly.
