Which visa bulletin to follow for priority date

I'm confused by the existence of 2 separate visa bulletins:

https://www.uscis.gov/visabulletin-aug-18

 

I'm a permanent resident and we filed our i-130 2 years ago for my f1 visa wife. Our priority date is 05AUG16.

 

One bulletin says dec17 and the other july16.  Which one is the proper one to follow for sending in i-485 and other forms?
