HELP!!!! Adjust status for both mother and daughter but only mother case is approved and getting the card

My friend- an USC filed I485 for both his wife and stepchild. After interview, his wife ‘s case is approved and she got the green card. However his stepchild ‘s case is still the same: your interview is scheduled on March 1st....  do you have any experience with that or can you suggest what do they need to do ?

Yes. But how can they submit that permission because at his stepchild’s interview, the IO didn’t ask about that. And the interview date of his stepchild is in March while his wife ‘s interview date is in July.
