What is Packet 3 and Packet 4?

Hi folks,

 

I read about Packet 3 and Packet 4 on Visajourney and other websites and everyone has a different version. Some say that these packets are obsolete and are no more in use while some say that only few selected countries send these packets. Few posts even say that you cannot submit your DS-160 form unless you have received your Packet 3 from the consulate even if you have received your Case Number from NVC. The whole thing is pretty confusing.

 

I want to know few things:

1) What is Packet 3 and Packet 4 and what does it contain?

2) Can DS-160 form be submitted once you receive your case number even if you haven't received your Packet 3?

3) Does the Embassy look at issuance date of the Police Clearance Certificates? If yes, then how many days or weeks before the interview one should get these certificates?

4) Who completes the I-134 form (Affidavit of Support); Beneficiary or Petitioner? If its the Petitioner who completes the form, does the beneficiary has to submit the original form or a scanned copy of the duly filled form is suffice?
