Hi guys, I have a friend who wants to come here and visit for a few months. Does anyone have any tips what he should do or say? What does he need?

Thanks,
Janise

Well besides the basic stuff from the US WebSite he needs to prove strong ties to his country, House Loan, Car Loan, House contract, family, wife etc etc etc

Evidence of your employment and/or your family ties may be sufficient to show the purpose of your trip and your intent to return to your home country. If you cannot cover all the costs for your trip, you may show evidence that another person will cover some or all costs for your trip.

Note: Visa applicants must qualify on the basis of the applicant's residence and ties abroad, rather than assurances from U.S. family and friends. A letter of invitation or Affidavit of Support is not needed to apply for a visitor visa. If you choose to bring a letter of invitation or Affidavit of Support to your interview, please remember it is not one of the factors used in determining whether to issue or deny the visa.

You mean your boyfriend? Applying for a b2 visa would be a starting point.

What is visiting for a few months? Does he currently work or study?

Pay the $160 filing fee.

And answer the questions asked truthfully.  I have never figured out any pattern of getting a tourist visa from Philippines to USA.  Only pattern I have seen is the old and rich usually get granted, the rest of the applications have no pattern.

Just when you think you have TDS eradicate,  a new case shows up.
