I just called the hotline again, and got some more information. Agent confirms that the process changed since they were "losing a lot of the fees (?)" at the service centers, so applications that were sent to service centers recently (i.e. before Sept 10th when they changed the system) would have then been relocated to lockboxes in Phoenix, Dallas, Chicago and Washington. Then the fee would be processed (check cashed) and then sent out again to the relevant service center to be dealt with. In my case I mailed it to the California service center on August 17th, it was in the system September 24th, it was then sent to the Phoenix lockbox where it was cashed on October 2nd, then it was sent back to California again so I have a WAC receipt number. So efficient.

The agent told me NOA's were approved when the check was cashed, but at that point there was confusion over whether they were then sent out since they had to be sent back to service centers - the assumption was that being approved means automatically notices were sent out, but for August filers this has not been the case. Interestingly he was actually able to look up the receipt number I was given and confirm it was an active case on the service center system, which they weren't able to do before on the hotline. And so for me they created a non-delivery of receipt case, gave me a referral ID and said wait another 30 days and call back if the notice still hasn't arrived. This is actually the 2nd time I've requested this, I already had a non-delivery of receipt case created on September 24th, and clearly that didn't make anything happen. I even had an infopass appointment on October 9th at which the officer assured me the notice had been created on October 8th and mailed out, although now we know that even if it was created, it was not mailed out.

So, what I'm trying to say is that even if they're telling everyone that all backlogged cases have been entered and NOA's sent out, it might be that the data was entered but NOA's have NOT been sent out, the system just reports that they have. Therefore, if you're still waiting it might be wise to ask for a non-delivery of receipt case (again). My green card expires next week, the agent suggested I go for another infopass appointment and request a 2 month stamp. For this they "hold onto your green card" but don't destroy it. Then you can go get it back again when the NOA arrives. If you want a one year stamp, they destroy the card. I don't know how accurate any of that info is, since there doesn't seem to be consistent policy surrounding this situation and he didn't seem sure, so I'm going to just hope my NOA arrives in the next 30 days, and I won't have to cancel the Xmas trip to see family.

Wow. That is exasperating. My 30 day period since 'the NOA was mailed' ends tomorrow. Shall I call today or wait until tomorrow to ask for  non-delivery of receipt? My GC has expired and I don't have a drivers licence now. I a,m not travelling internationally for atleast 2 years, but will have to use my passport as my ID for Thanksgiving and Christmas travels.

Did you talk to Tier 1 or 2? I talked to Tier 2 yesterday, they said that my NOA was mailed on October 20th, even though it shows as it was created September 21st. I am a late August filer.

They gave me a 2 month stamp on my passport and didn't take my Green Card as it is not expired yet. It will be expiring in mid of November, and i'll be outside the country when it happens.

I'm the same as you with regards to the time my package reached them at Cali on August 17th, to when the check was Cashed on the 2nd October. My Green Card also expires at the end of the month.

With a bit of luck, I get my NOA the same day as you.  I'm holding off on calling USCIS again at the moment as the time they said I need to call them again is just after the expiration.  I'm hoping that we all start to receive our NOAs this week.

called uscis for the 1st time today. our receipt no. starts with SRC. so we sent our packet to californina aug 15, it was received aug 17.. checked cashed in arizona oct 2 and then it was transferred to texas(?). No NOA as of yet. the lady i talked to said our noa was sent oct 2 but they sent out another NOA and biometrics appt yesterday Oct 22 so we should be expecting the notices soon. hopefully she is right. husband’s gc is expiring tomorrow but we’re not going out of the country anytime soon and he has an 8-yr drivers license so were good there. i just wish they really did send those NOAs out. oh and of course our receipt number doesnt work on the uscis case status online check. 🤦🏻‍♀️

Today was infopass appt. The officer told me that the service center mailed out my NOA yesterday only. I thought he would not stamp my passport but he did :) He took my green card & explained that since he stamped my passport, I will no longer need my gc. It’s one year valid.

I keep checking my case status online but nothing change...
