I was just looking through some news in regards to ROC. It is from May 2018 but I would imagine the process would be the same. It says specifically do not refile unless CSC told you so (I would not listen to Tier 1) it also says you can make infopass appointment and provide proof of delivery. 

 

Form I-751 Data Entry Delay at California Service Center
 

USCIS’ California Service Center (CSC) is experiencing a delay in initial data entry for Form I-751, Petition to Remove Conditions on Residence. Since initial data entry has to be completed before a receipt notice can be issued, some petitioners and their dependents may experience a delay in receiving a receipt notice for a Form I-751 submitted to the CSC.

 

If you submitted a Form I-751 to the CSC in May 2018 and you have not received a receipt notice, do not file a duplicate Form I-751 unless you have received a rejection notice or have been instructed to do so by the CSC.

 

The CSC is working to complete data entry of these petitions by the end of June 2018, and will issue another web alert once initial data entry has returned to normal. Petitioners will receive a receipt notice once their data is entered into USCIS systems.

 

We expect to issue most receipt notices by early July. If your 2-year green card has expired, you may schedule an INFOPASSappointment for you and any eligible dependents at your local field office. If possible, bring evidence that you sent your Form I-751 via USPS or courier service, such as FedEx. If you have any questions about the process,  you may reach out to the USCIS Contact Center.

Tier 1 or Tier 2 are level of clearances in the phone tree of USCIS, as far as I understand, which is very little.

 

CSC has a long history of delays, if you search the history of VJ, you'll see there was a large backlog 2013-2014. This backlog started 2017 and has been going on since. I read somewhere that this is due to GC that were sent out with incorrect information. 

"On May 14, 2018, USCIS will begin recalling approximately 8,543 Permanent Resident Cards (also known as Green Cards) due to a production error. The Green Cards were for approved Form I-751, Petition to Remove Conditions of Residence for spouses of U.S. citizens. The cards were printed with an incorrect “Resident Since” date and mailed between February and April 2018."

So on top of processing documents, issuing cards, sending them out, then recalling them, and then making new ones, we have the backlog we have today. Just doing a little digging we can understand the problems, and boy are they expansive with this Center! Whew!

How do get to Tier 1 and Tier 2? Do you call them and request Tier 2? 

They knew they were so backlogged,  I wish they let us mail i-751 150 days in advance. This waiting game is just sickening.

Yup, based on other forum posts that I have read, you would need to request to talk to a tier 2. The tier 1 will take your information, pass it on, and the tier 2 will call you when they are available. 

That's all I know about that.

Yeah I get that they always had a backlog. But it is weird because when we did the form I 130 we sent to csc and that was in 2015. They were really quick too. Pur case was 8-9 months and my husband was out here. We were also peititoning overseas too. It just seems that this time around they have way too much to do....

 

So when we call the 1 800 number to get to uscis, which tier are we talking about?

Did anybody recently receive NOA from August Filers?  (of course from CALIFORNIA SERVICE CENTER)

It looks like they just stopped sending receipts for good :( Did anybody call to find out whats going on? At info pas appointment they refused to put stamp on my passport and advised to wait more time. And of course could not find my petition uploaded  on their system yet :(

My husband haven't received his yet. Cali received our packet on the 20th. A month for us already, check hasn't been cashed either.

Did you call them complaining that its been over 30 days? Did you make an info pass appointment? They advise to wait 30 days for the receipt. There is no announcement on their website that they have a delay in data entry for August Fillers, therefore they should meet the 30 day deadline I believe..

we were going to call today,but decided to pass the 30 day and call later,which most likely call tmrw and say it is day 31,nothing yet。what is happening?

i did also hear from an immigrant agency that the wait is from 30 to 60 days。。。but before when i called uscis,the agent said usually 30 days will receive something and they kept saying currently there isnt any delay,feel like they dont know their thing or just flat out lying

They are lying! We sent ours Aug 9th, they received it Aug 10th. We have called 3 times and got different answers. I made an info pass appointment for next Friday. Good luck to everyone!! Don't forget to vote November 6th. This is all about the new administration giving immigrants a hard time.

Is it possible to make an appt and get I551 stamps even without the NOA1? my gc and driver's license expires on 11/23. I'm sending my packet this weekend. I'm fr california and just by reading the comments here about the delays is making me anxious😭
