Does the intending immigrant need to provide the birth certificate of his US citizen spouse at time of interview?

Take both, original and translation if applicable.

The beneficiary should bring his/her own birth certificate and not that of the petitioner unless if the beneficiary is a parent of the U.S. citizen(IR5).

In your case,you don't need it(CR1/IR1)

Definitely don't lose hope, and remember that being notified later about the interview doesn't mean that you will have the interview or visa any later--because the other people who are waiting for interviews before you have also not gotten their September dates yet. I also have some good news for you. I was told that some cases approved at the beginning of the line have already been sent to Rio since they still had some August slots open (I guess the consulate itself needs to schedule those ones since the interview is so soon). Your cc date was probably not early enough for that because you would have been notified that your case had been sent to the consulate, but I bet it means that 1) your interview will very very likely be in September and 2) your interview might be earlier in the month than you would expect because some of the people in line before you will interview in August. Hang in there! We're all in this together.

My cc date is July 2nd...  I didn't get an interview date yet... 😞  Who told this to you? I really wish is true,  but I have no hope....

its really hard to stay positive. its not just missing my wife, her mother is dying from a disease called MSA, she could die any day now and i worry ill never meet her in person (just been skype so far). My wife has been trying to keep herself together but she really needs me. USCIS denied our expedition case that we tried filing twice. there's no hope, im afraid she'll die soon.
