Yes they are same.

 

Spouse(CR1/IR1)/Parent(IR5)/Children under 21years(IR2) of a US citizen are considered Immediate relatives with no waiting time for visa application.

Does IR5 takes same processing time as Cr1/Ir1? My mum waiting for approval.

I thought meant overall process time or just USCIS. If it's USCIS then it depends on the service centers

It just came to my attention some time ago i've read we have to pay a fee when we get our visa approved, is that correct?

If so, how much and where can i find info about it?
