Well,for your information,the USEM in Nigeria,observes the US and Nigeria public holidays and it's same for all USEM worldwide.

What happens if he wants to wait ge typical 6 months landing time but then his medical exam expires. So the medical will expire in feb but he gets his visa in October. If the medical expires will the visa expire. Or can he redo it 

Don't worry he will get a visa before expiring medical. Provide them document ASAP and I'm sure after receiving document he will get the visa in few weeks.

I know but what if he wants to wait and not travel right away. After the medical exam expires. Does the visa expire or does he take a new one.

Visa will expire as the medical expire. When you will see the expiry date of visa on passport once you will get it. They mainly set the visa expiry date according to medical expiration date so he should fly before that date otherwise you can't use that visa and you have to redo the petition from scratch So make sure he will fly well before the expiration date mentioned on the visa sticker.
