My wife got a copy of her immunization record from the public health center.

 

I don't remember about the criminal background check.  I think we opened it as well.  The K-1 packet 3 instructions don't say it has to be sealed.

Japanese one’s has to stay sealed. If you open it, it will become invalid. It has English as you state you need that for the visa purposes in order to obtain it anyway.

 

if something was sealed and opened by someone that was not addressed to it usually goes invalid. You should check how Ireland works.
