   Right, I was saying it's just an agreement. It means he can claim his SS, but not claim it from the Irish government. It would be payed directly by the US AFAIK. It's not as easy as a treaty, but it's better than being in a country where you are not eligible to collect SS at all.

Okay we are on the same page then. I should point out that it seems likely that if a person from the US began collecting an Irish non contributory pension, then the Irish authorities would likely find out about their US social security checks. Non contributory pensions are means tested, so the agreement would probably stop people from receiving both benefits.

In which country(ies) would I not be eligible to draw my SS benefits?

Ahhh, I see it now, sorry I missed it before.  


So basically, only two countries, Cuba and N. Korea would pose any kind of a problem.  But in reality, if a person had their payments going to a US bank, and transferred the funds to a foreign bank themselves, it shouldn’t be an issue, right?

   Cuba and NK are on the first restricted list. There is a second group of about 8 countries where you can get only SS payments if you agree to certain conditions and are granted an exemption. You also have to be aware of countries currently affected by sanctions as they may not be able to make payments to those countries.

 

   I'm not sure about the second part. If you can have payment deposited in a US bank, seems like you would just need to figure out a way to get them where you are.
