Does anyone recommend filling out the DS-160 prior to obtaining your NVC #? 

I know this form has to be electronically signed by the beneficiary, my fiance doesn't have computer access as easy as I do. So, I would need to help him while he is filling it out, and am curious to know if it can be done in the meantime,  while we wait for our NVC #. 

OR should we just wait until we recieve the NVC #? 

I basically just want to know what I can complete before NVC#, and what I need to wait on until I receive NVC #. 

 I already have most of the financial support evidence. (so, besides this, what else can I do?) 

Any advice is appreciated 😊

By the way, the spreadsheet is not directly linked with VJ timelines. It's simply another place to enter the same (and duplicate) information, and another unofficial source of data, so what you see on the spreadsheet may not actually line up with what is entered into VJ timelines.

 

For reference:

- I-129F NOA2 date is August 6

- NVC agent informed me that the case was received into NVC (from USCIS) on August 17. (That answer was from 2 different NVC representatives yesterday, and very different from the "we have no record of your case yet, and it might take up to 6 weeks to receive the case from USCIS" response I got in the days before that.)

You have missed my point. If you the applicant receive the letter with your case number from NVC and you go to the VJ timeline and enter your information you will note that the CN dates, receive date and the assign date, are showing you what in reality is not the truth. It's bogus math.

 

Let's use your case as an example. You write down the date you begin to call NVC for your case number. Note the date each day and the outcome of that call. Once you get your case number via the phone, then wait till you receive the hard copy with the CN and then compare your notes to what the letter is saying. Get back to me with your findings I am curious but not convinced that the activity will be much different then what I am telling folks here in these threads.

The only signature required is on the I-134. You will need copy's financial documents:

 

You are required to complete Form I-134. If the income reported on this form or your tax return reflects income below the poverty guidelines for the year the form was submitted, submit evidence of your income. This can include the following documents:

  • For those who are employed by an individual or company, submit a photocopy of an employment letter, pay stub, or pay advance (direct-deposit receipt) that meets the criteria below:
    • Includes your name and the company’s name;
    • Is on signed, business letterhead (you cannot sign the letter yourself); and
    • Is issued within the last three months.
  • For those who are self-employed, obtain a photocopy of one of the following:
    • Your business license.
    • A signed letter on business letterhead that was written within in the last three months.
    • A contract between you as an independent contractor and a company.
  • For those who are unemployed or retired, submit a photocopy of ongoing income from other means, such as:
    • retirement benefits;
    • other household members' income; or
    • other significant assets.

 

 

You also will need to submit evidence that you have met in the past two years. That evidence can take the form of airline tickets, gate receipts, hotel receipts, charge card receipts from activities while in your country. Copies will do. Refer to the Embassy P3 letter for additional items you need to bring or prepare for the Interview. I have posted them before either for you or others from GB/UK. If you need them I can send them again.

YES you can file the DS-160 before obtaining your NVC # except for Japan. The DS - 160 is a document that stands alone. It does not affect anything. It does not need to be finished to do anything else but needs to be completed for the interview and it can be completed between now and the day before your interview. (Japan requires it to be completed with all your documents from the P3 before they schedule your interview. Other Embassy up to the day before the interview it can be completed). It can't use it to find any information about your case. You can't use if for anything other than for its original intent and that is for the CO to use during your interview to adjudicate your case.

 

I recommend that you fill it out with the help of your fiancé. The two of you review for spelling. Save and provide the password to him so he can access it on a computer. He will hit the submit button NOT you. It's against the requirements if the petitionary submits it.

 

Other people can assist you with your visa application. Note that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. Even if someone else helped you complete the application, you (the applicant) must click the “Sign Application” button, or your application may not be accepted.

My understanding is that the hard copy letter from NVC isn't even sent until the case leaves NVC and is on its way to the respective embassy/consulate. Since cases only seem to leave NVC every two weeks, it's entirely possible to have the perception that it took possibly 5 or more weeks to have the NVC letter sent out, as described in the example below (for illustration purposes only).

- About 2 weeks from NOA2 date to NVC receiving the case and assigning a case number to it

- Because NVC received the case immediately after a whole batch of cases were sent out to embassies/consulates, it's another 2 weeks before the case is sent to embassy/consulate (and before the hard copy of the NVC letter is generated)

- Another 4-5 business days for the letter to be delivered by USPS (e.g. if the petitioner's address is on the west coast US or further away).

 

My working theory (yet to be proven, since I haven't completed the process yet) is that in some cases, by the time someone receives the hard copy letter from NVC, the case might have already arrived at the embassy/consulate and awaiting further processing, and possibly might have been there for a few days already. It all depends on timing of when the case was received and entered into NVC's system.

 

With regard to my outcomes so far, I started calling on August 13. (Yes, I know, I did not expect anything, but wanted to see the types of responses I would get.)

I got the same response ("nothing in our system, what's the date on your NOA2, it may take up to 6 weeks") each day from August 13 to August 16.

On August 17, I got the response that "your case just arrived today, but hasn't been entered into our database yet". Feeling unsure about the first response, I called again on the same day, and spoke to a different agent that gave me a similar response.

As I mentioned above, I'll call on Monday and see what the outcome is.

If you don't have the NOA2 hard copy yet or haven't received an approved notice from USCIS there is no point in calling the NVC as your petition hasn't been sent to them yet.  Besides once you received NOA2 it can take around 14 days to get your case number so no need to really rush yet.

The 603-334-0888 is for non-immigrants and the K1 Fiance visa is that.  However, @Greenbaum posted this below and he really knows his stuff so it doesn't seem it really matters which number you call I think.  But to be safe I'd call the 603-334-0888 number.
