I want your opinion about my 221g white slip case that is - I went to USA on July 2015 on H4 Visa and also got h1b worked visa approved for 3 years so I changed my status from h4 to h1 and worked in USA for 3 years with two employer.

After 3 years I traveled to India and went for visa stamping on 14 June 2018 at dehli consultant. Interview went normal , visa office asked my about client name, period, annual salary, education, married status and husband detail so answered correctly and he also asked is it fresh vis air extension then I said it’s extension ( probably I should answer —fresh visa since I thought after filing h1 extension my visa got approved for next 3 years and I have already completed 3 years).

Visa officer waited a moment and gave me 221g white slip mentioned few document as- completed 1797 , i-129, lca, cover letter petition detail, end client letter, contract and itinerary of service letter, 2 year paystub and said that you have to submit these documents online as instructed. I submitted all requested documents on 26 June, 2018 and my status is still showing ‘refused’ online - your application is refused . Please follow the instructions as given at interview or letter. Posted on 14 June, 2018. It’s been 5 week but status didn’t change from refused on CEAC website.

Could you please guide me what does it mean by status ‘refused’ even I got 221g white slip requested for documents submission.

Things tend to be a tad different in India due to pervasive h1b fraud, shady employers/consultants etc. Not saying this reflects OP's case, but a month on 221g doesn't sound very promising.
