The notification in the image above is just a normal thing for cases processed by NVC. It will be changed only when your case is ready for interview.

Currently, NVC is processing cases with PD (Visa bulletin for August 2018😞

F3: 22 SEP 06

F4: 01 MAY 05

Because your case has not been yet ready  for further processing. You should wait and write an email to ask NVC update your email address, so they can send you a notification when they begin to process your case.

As I said in your other topic, I copied and pasted my suggestion again here for you.

You SHOULD write an email to NVC via this link https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html

Check the box "Please update my NVC file with this email address" and ask them about your case status as well as your Invoice ID

(Type the question: "What is the status of my case? Please provide my Invoice ID.)

After 3-6 weeks, NVC will reply and let you know your case status.

They may also provide Invoice ID so you can use it to check when your case is ready for paying fees and submitting civil documents.

If they don't give you Invoice ID, you can ask them again or wait for the Welcome Letter (including Invoice ID), which will be sent to your registered email when your case is ready for processing.

As long as you keep your contact with NVC via email (check the box above), then you don't have to worry about missing their notification about your case.

P/S: You should not create many threads for your own question, it makes people hard to follow your progress, and you cannot remember advices from other people.
