Permission for child to travel to US

Hello!

 

My fiancee will be interviewing at the US embassy in Kiev soon for the K1/K2 visa. I'm a little concerned about the travel permission she has from the father. From my understanding, it is simply travel permission to the US, which expires in October. I was originally told by a US attorney that she only needs complete custody of the child, which she does have. But it seems there is also permission from the father required and I'm worried this current document is not sufficient. I was wondering if I could get any suggestions for a lawyer in Ukraine that speaks English?  Or maybe other people here have encountered this problem.  Thanks so much.

she needs a notarized  biological father's consent for the child to immigrate to the US that is done at any notary in Ukraine if she doesn't have a sole custody. She won't be issued a visa without it.
