How are processing times obtained?

Over the course of the last two, three weeks the average I129F processing times indicated for VSC have slowly crept up from about 28 days to 35 days. Today, they fell back to 33 days. It seems to me the only way this would be possible is if people had reported receiving NOA2s recently. Yet, the detailed timelines provided for the VSC on this site show no NOA2 activity in the last two weeks. So I am a bit baffled. How exactly are the average processing times obtained? Does anybody know?

On a related question, how accurate is this estimate? To have an average of 33 days, a significant number of applications must be processed faster than that, yet I do not see any evidence of that in the timelines people post here. (To be sure, this observation is anecdotal since I haven't made any effort to extract the timelines in a statistically meaningful way.)

09-20-07 -- Permanent Resident

N-400 Timeline

09-20-10 -- N-400 sent to Dallas lockbox

09-24-10 -- Check cashed

09-27-10 -- NOA received

10-07-10 -- Biometrics letter rec'd (appointment for 10/19/2010)

10-15-10 -- Biometrics done (walk-in at Alexandria, VA facility)

10-23-10 -- Another Biometrics letter rec'd (1st fingerprint set unusable according to FBI; appointment for 11/19/2010)

10-25-10 -- 2nd Biometrics done (walk-in at Alexandria, VA facility)

10-26-10 -- Called FBI: Second fingerprint set okay

11-20-10 -- Yellow letter received

01-26-11 -- Interview letter received

03-01-11 -- Interview (Civics test passed, but "Decision cannot yet be made" -- Docs missing)

03-25-11 -- Oath letter received

04-18-11 -- Oath Ceremony -- USC

I am surprised that there is no specific response to my query on how the average processing times shown here are determined. Surely somebody must know. Anybody?

I asked a similar question a few weeks ago, and also got no answer. Maybe we should be posting this sort of question on the site forum, not here.

On May 1. I got projected completion dates for a few dozen K3 petitioners and, on May 5, for 70 K1 petitioners. I'll be following their completion -- or at the least the completions of those who update their timelines -- and post results in awhile. I am curious just how accurate the timeline estimates are (that is, are they biased toward predicting quicker or slower approval than actually occurs) and just how precise (which initially I'll estimate with standard deviations) they are.

5-15-2002 Met, by chance, while I traveled on business

3-15-2005 I-129F
9-18-2005 Visa in hand
11-23-2005 She arrives in USA
1-18-2006 She returns to Russia, engaged but not married

11-10-2006 We got married!

2-12-2007 I-130 sent by Express mail to NSC
2-26-2007 I-129F sent by Express mail to Chicago lock box
6-25-2007 Both NOA2s in hand; notice date 6-15-2007
9-17-2007 K3 visa in hand
11-12-2007 POE Atlanta

8-14-2008 AOS packet sent
9-13-2008 biometrics
1-30-2009 AOS interview
