A short time back a topic was posted regarding the Adjudicators at USCIS "discretion" to deny a petition without an RFE and instead sent an NOID.    A new memorandum was issued on 13 July, 2018 rescinding this old, 2013, memorandum, removing this discretion.

This topic has already been discussed several times. This topic causes a lot of comments, many against TOS.

This topic isn't about TOS.   It's about the new new memorandum from USCIS, dated 10 days ago, that removed the discretion of the Adjudicator to NOT issue an RFE.

I posted the link to the new memorandum because of questions I received relating to the old/rescinded memorandum.

I am aware of the USCIS memo. You will see numerous threads on this if you Search on VJ

I like that it was simply presented here because I don't really use any other part of this site.  I didn't really want to look around to see the political side of the discussion in other forums.  I am glad it was simply presented here as information.  I do see that other threads got ugly.  That is why I don't stray far from this forum.
