No he doesn't need one from Togo because he wasn't yet 16years old when he left Togo

Thank you @Abies. His concern is that he was 15 while living there and 16 when he left. He turned 16 in May and left in September so basically left four months after turning 16. The criteria for police report made mention of being 16 and over and having lived there for more than 12 months. So does that mean he doesn’t need it even though he was 16 before leaving?

He was over 16 but did not live in Togo for 6 months after age 16.

My answer would be probably no as well.  IF at the interview they request one this is what he needs.  Not police certificate, but prison record (or in his case no prison record from the referenced department)

The answer is No because he was only in Togo for 4 months after he turned 16.  If I were him i will get it anyway and if they don't need it there will be nothing to loose and also no delays. This is Ghana embassy they requests for stuffs other countries do not

Yes that’s exactly what I told him because delays add more waiting time.  Thank you for confirming it
