I am to be married in Russia and there is a requirement to have the certficate of Eligibility to Marry. I got a certified copy of my divorce papers form the Superior Court and an apostille for the Secretary of State but the County of San Diego does not do the above-referenced certificates. The State Health Statistics Department doesn't do these either. The web site says it takes 2 to 3 years to get a certificate of divorce and only through 1984. My divorce is in 2006. How do I get this document? Please help! Anyone out there get married in Russia recently that is from California/San Diego?

Get in touch with Russian Authorities and see if it is enough a notarized statement that you are free to marry. ;)

It's not clear to me just what you are having difficulty obtaining from the County. (to many pronouns) Did you start here and contact a US Consulate in Russia for assistance?

It's not clear to me just what you are having difficulty obtaining from the County. (to many pronouns) Did you start here and contact a US Consulate in Russia for assistance?

I called the Moscow Embassy which has the same instructions as the St. Petersberg consulate. They said that the instructions were correct and up to date. However, my fiance in Russia says that the US consulate/embassy information is not correct and that the local Russian marriage agency requires a US document called a "Certificate of Eligibility to Marry." You can get a document like this at the US Conulate in Moscow as described on your link and what I had found but she says that is not necessary, that I can get the document from the States. My County will only do a "Certificate of No Record Marriage" but won't do it for me because I have been married. That leaves the State of California Health Statistics Department. Their website is scary and I don't think they can do the document I need:

The Russians seem to be confused about our layers of government. There is no such US document. Any US document specifically indicating eligibility to marry is issued by a US Consular service in the country where the marriage is to take place. China also requires certification of eligibility to marry. The Consulates are aware of this and can provide the needed document if you show up in person, show your divorce decrees and passport and sign the appropriate declaration. I would trust that the Consular Officer is correct and any discrepancy is misunderstanding or interpretation issue. US Citizens marry Russia Citizens in Russia every day and I assure you there is no possibility of obtaining a US Government document attesting that a person is unmarried because there is no centrally available data to back up such an assertion. The best you can do is an affidavit and divorce decrees. Trust the Consulate.

Thanks to those who have provided suggestions. A follow up question that is more general: Anybody get a Certificate for Applicability to Marry from a State Agency for use in a foreign Country (Russia in my case)?
