The common characteristic is that after review by an NBC case officer it's determined that the application is approvable without need for an interview.

Some people speculate that in addition the local District or Sub office is one of the more heavily loaded ones.

Some people speculate that in addition the local District or Sub office is one of the more heavily loaded ones.

This speculation seemed supported by evidence when they first started transferring cases. If you have the patience to look at the old list (in the same link provided by devilette), you will see the district offices the transferees fall under. You'll note that most of these district offices were the ones that had longer processing times back then.

But now that it's been over a year since they've done the CSC transfers, one can't really tell anymore whether D.O. load has anything to do with it.

I just got transfered today, and I know my local office isn't busy and others recently from this area have gotten interview notices, guess they decided to send me to CSC!
