The Consular Electronic Application Center – Immigrant/Diversity Visa portal is currently undergoing maintenance.
 

STILL down, what the heck. Has anyone seen it down for so long?

NVC is changing over to electronic submission for spouse visa applicant submission of affidavit of support, financial documents and civil documents for many embassies. Previously many embassies were by mail processing. This may be the reason. See this post US Embassy Manila NVC Document Submission Change Spouse Visa.

That isn't new.   Been submitting doc to NVC over the electrons for years.

There are three ways of sending documents to NVC for an immigrant visa dictated by the embassy on which way. Determined by case number first 3 letters.

 

1. File Upload

2. email

3. Mail processing

 

For those with an MNL number, the method has been mail processing up until now. Other embassies have been doing file upload and email procesing, but MNL case numbers have had to mail in their checklist with financial and supporting documents to NVC until just this week.

The DOS webpages that you cited have recently been overhauled.

 

The old DOS webpages for those subjects used to give three options also. 

1. email processing

2. Choice of email processing or mail in

3. Mail in only

It gave NVC case number 3 initials for who could do 1. email processing, 2. Choice of email processing or mail in and 3. any letters not on the list had to do mail in. USEM (MNL) was never on the 1. ot 2. list. Therefore, MNL immigrant visa applicants had to do mail in processing.

I checked this morning and still down. Major overhaul must be happening. It most likely is because of adding file upload to the system. File upload was recently added besides email processing for immigrant visa documents.

That is not what is down. The site you sent is the DOS instructions for step 6 sending documents. What is down under maintenance is the actual Consular Electronic Application Center – Immigrant/Diversity Visa portal . https://ceac.state.gov/iv  This is where immigrant visa applicants pay their fees, do the DS-260 and now can upload their NVC documents rather than by email or mail, if eligible by embassy.

Been down and under maintenance since Friday. Almost 1 week. Lots of Spouse Visa applicants now stacking and up waiting to pay fees, do DS-260 and submit documents. Some are now actually having to postpone and reschedule embassy interviews because things like DS-260 not done yet. Several I know of had the embassy contacted them to reschedule. These are mostly ones that are expedited past NVC, but still have to do DS-260 through CEAS. People are hoping this gets up and running soon.

That is really odd for it to be down over a week.    For sure need the DS-260 completed for the interview, they ask for the confirmation page at check in.
