it is not to fill out ds-261 ?

afer we pay the fees we need to wait or to send imidetly documents to nvc ?

he filled out ds -261 ,

after we pay the fees we can mail document to nvc. but your case still uncomplete until you fill out ds-260 (IV form)

i see 1 guy can send that even he not pay IV fee (but already get IV fee bill) and fill out IV form yet. but make sure your case is not pivot.

So after a week of waiting to fill out the DS-260 due to the portal issue they are having - I have to wonder if I can just go ahead and mail the IV & AOS packages BEFORE I do the DS-260.  The confirmation page for this isn't needed until interview stage right?

yes i see 1 guy can send that even he not pay IV fee(but already get IV fee bill) and fill out IV form yet. but make sure your case is not pivot.

confirmation page only at interview.

Can I ask what a pivot case means? I've heard the term a lot on here but still have no idea!

PIVOT cases mean the cases can only be processed  through CEAC portal. not traditional mail.

If you have submitted the documents on CEAC site then unfortunately you shall have to wait for the site to be fixed to know about the status. You can even call NVC to know if your documents have been accepted or not.

The only link that is working right now

Does anyone know how long does it for an interview to be scheduled?

My case has all the papers, paid all the fees. I called them today and they said that some of the signatures are electronic and they want me to sign those papers in ink and resubmit. But I have to wait for the website to be working again.

It depends a lot on your Embassy. But, in general, NVC schedules interviews on the beginning of the month for everyone that is documented qualify. So, if you are able to have case complete until this month, in August you may receive a date if your Embassy is not overcrowded with appointments.
