Anyway, I've made a call to my representative and both of my US Senators.  Representative's office advised I can reach out to an Immigration Caseworker and they gave me that information.  Not sure if they can be of any help but I'll keep others apprised of any progress.  Sent email today, will let anyone know if I get a response.

I stated that I had an issue that I wanted to bring something to the senator/representatives attention.  they might ask for your address, to make sure you're one of their constituents.  I let them know that the issue was the department of state website, called it the CEAC by name, described how I had attempted to call the NVC on two different occasions to ask if there was any other options.  I emphasized that we were trying to follow the legal path to immigration for our family and that we have been at a stand-still since July 19th with no idea when we might be able to proceed.  I made sure I was very friendly, that I wanted to thank the representative/senator for their efforts in Washington and then asked if there might be anyone else that they suggest we reach out to as well

Thank you so much. I'll definitely contact my state senetors (we'll my husbands senetors) and representatives.

I received an e-mail the day the site went down. When I called the Visa Center they told me the site was down with no ETA and there’s nothing that I can do but wait. When I ask what was the email about they said the passport picture scanned was not valid. Instead of uploading it vertical it has to be horizontal. This has to be a joke right? It’s a file, al they need to do is open the picture and change the orientation of it. Has this happened to anyone here? It’s been a week and a half and that is the only thing I need to do to wait for an interview.

I read this same issue on another forum on this site. It's crazy but has happened to many others unfortunately! 😕

Oh wow.. thanks for the info. I never heard of anyone, specially  a government employee, not being able to rotate the orientation of a picture. I’ll take that excuse to delay things over having problems with my documents. :)

Yes same thing happen to us. One of our document was rejected because it was not displaying horizontally they said, although I made sure everything is in horizontal orientation. But luckily my husband resubmitted it just a day before the website went down. Now our case is in line for an interview.

It happened to me too. Also be careful not to cut of even an edge. Their reasons for delay are strange.

Do all the documents have to be scanned horizontally?
